SPECIAL USE REQUEST FOR 2234 E 7TH AVE for a Large Venue serving Beer, Wine and Liquor On-Premises

Below is the Special Use request at the Planning and Development office for the property located at 2234 E 7th Ave. The building is two stories, and 13,716 square feet.
What we know about the request so far is:
They are requesting an occupancy of 803 people.
They wish to serve alcohol for on-premises consumption only.
They want approval for:
3 bars taking up 1,000 sq ft;
3 dining areas, 2 about 200 sq ft and one 1,400 sq ft;
2 dance floors 1,300 sq ft and 2,000 sq ft;
1 Kitchen;
1 Riding bull;
1 pool table;

We want our membership to give feedback to any concerns regarding noise, parking, trash, other safety concerns. At first glance the application claims there is no need to address parking, but there is not enough parking for 803 people near the address. Where will patrons park? The closest places are all along 8th Ave, 9th Ave, 10th Ave between 22nd St and 25th St.
